A BG of Artillery is supported by a friendly BG of MF. The Artillery are disrupted. A General moves in the JAP to bolster the Artillery but fails.
It is now my go. I charge the MF with Horse. My opponent would now like the General to be with the MF and fight in the Impact since they are in contact with both Artillery & MF.
I didn't think that was reasonable as the General hadn't had an opportunity to leave the Artillery.
Who was right?

I think your view is reasonable as in other circumstances where a general could be with multiple BGs it is necessary to define which he is with.

Personally I think you are.
A General can only be with 1 BG at a time (see p.40); he moves in the JAP and after failing to rally them he cannot move further; thus when you charge the Artillery, you fight the MF and the general is not with them!

Agree with you, can't move from the Artillery until the JAP of your turn, so can't join the MF.

As Kevin pointed out you have to designate which battle group a general is with if his base is touching more than one battle group. He can only be with one battle group at a time and was busy with the artillery, so until the JAP he is stuck where he is and can not join the MF in the impact or the follwoing melee until he can join them.

Page 40 second column under the bullets and (the more important one) page 69 first column second bullet, then third and fourth bullets.
