Bug report--2 minor issues

1) In one game, when I tried to unload (at Bristol) the Canadian air unit, the game sort of froze. Not a complete freeze, but I was unable to make any unit move. I resolved the issue by making that my final move of the turn, and then when I hit 'next turn' the game played as normally. No similar issues have arisen.

2) This might be my own ignorance of the rules, but I'm confused about cost of transports. I thought it always cost 8 to load, and then you get the full 8 back if you unload in a friendly port. However, I've been seeing reimbursements of only 2 or 1 in some of my recent (vs. AI) games. Is this just me not understanding the complexities of the transport cost system?

Did the port you're unloading from have damage. You get back 8 PPs x (port strength in steps/10-steps). So if the port is damaged you get less than the full 8 PP's back.
