Rail bug in Tartu ,Riga & Tallin
When we launch Babarosa in May , The USSR troops on Tartu , Riga & Tallin could not be railed . Is it a bug ?

Those countries had narrow gauge rails. The Russians did not convert any prior to Barbarossa. (according to historical reports)

Actually the Russians had converted just one rail line to broad gauge in the Baltic States / Eastern Poland. That was the rail line to Riga. All the others were still standard gauge. So it's most accurate to keep rail lines in the Russian hexes occupied prior to Barbarossa as standard gauge.
In the real war it meant the Germans didn't have to convert rail gauge in the Baltic states and eastern Poland. That mean the rail heads moved quickly into core Russian territory and it helped the quick advance we saw in the north. In the south it was only the hexes in Bessarabia that was not broad gauge so the Germans had to convert the rail almost from the start.
The Russian paralyzation means they can't convert rail gauge the 3 first turns after Barbarossa started. The Russian units were fleeing so they would not have risked any rail conversion units by trying to convert hexes in e. g. the Baltic States.
The end result is that the Axis player should be able to free up most of this territory during these 3 turns and can then convert rail immediately into core Russian hexes once the German units move on core Russian soil.

I get it . Is it the latest change ?
