I have tested a few games against the AI and when I played the Allies I built Patton for the USA and Zhukov for the Russians before they were in the war. It's possible to build new units, purchase labs, place new units etc. even when the power is neutral. But it's NOT possible to place a leader that is ready after being built before the major power is at war.
This creates a lot of problems. It's not too bad that the leader can't be placed, but since he is first in the placement queue then he MUST be placed before the next unit in the queue can be placed. So in my game Patton blocked all new reinforcements for UK and Russia to be added to the game (even though they were at war) because Patton was first in the queue. So I had to wait until USA entered the war to release all those UK and Russian units I had built.
This can be solved in 2 ways. One is to allow built neutral leaders to be added to existing units. Another is to be able to postpone a reinforcement to the next turn, thus allowing other units in the reinforcement queue to be able to be placed. Or maybe BOTH ways can be implemented. I think we as the player should be able to select the units that can be placed in ANY order. We should not be forced to add them from left to right in the sequence queue.

Do u have any save or screenshot showing that a leader actually blocked deployment in the force pool (not production queue). When you open force pool it will sort the production queue so that deployable units gets shown first so it should never happen that they block other units.
Deploying a Commander uses up a units turn so neutral countries with idle units cannot deploy them, it was a design decision that makes the initial USSR effectiveness weaker which is good.

I loaded a save game where the British had a unit first for deployment and then the US general Patch was in line. Behind Patch were 2 Russian corps. But I noticed that AFTER I deployed the British unit the sequence order changed so one of the Russian corps was before Patch in the sequence line. So this means the sequence line fixes the "problem" with the general not being able to be added when I start to deploy units ahead of the general in the sequence line. So it doesn't block units after all. I remember I loaded I reloaded an earlier save when I saw the 2 Russian corps behind Patch in the sequence line because I believe they were blocked and I very much needed them to arrive THAT turn. So I didnd't realize the sequence order can change automatically when you deploy units.
So therefore it's not a real bug. It just "looks" like a bug.
