Submarine balance problem

Knowing this is a work in progress I am finding submarines a problem. Uboats are so powerful against surface vessels that the Submarines focus on killing surface vessels. The Allied tactic to defend against this is to put garrisons into transports and screen the surface ships. This seems rather gamey to me. I note that Hearts of Iron II found this to be such a concern that they ended up with creating a convoy attack value discrete from the surface vessel attack. Please others to comment.

Destroyers are the only unit types that is capable of beating high tech subs. Also, air units along coasts can help out a great deal with strikes on the Subs.

Jon, I'm not sure that submarines are over-powered in this game. My experience playing as the Allies in my first game was that I was taking substantial hits on my convoys in 1939, 1940 and 1941. Once the Americans entered, things improved. With the extra destroyers and carriers, I was finally able to hem the majority of the submarines into the Bay of Biscay, and destroyed them all. After 1943 was over, I never saw another submarine again. Unfortunately, by the end of 1943, I also never saw Moscow again---despite my best efforts, Russian was defending Perm, and the entire centre had collapsed (I had two fronts, really, northern Russia and the Caucasus.)

Anyway, my thinking is that having the Allies suffer huge losses to the submarines in the first two or three years is pretty realistic, and makes the game more challenging.
