A thought for Submarines

A thought for submarines. Please consider giving Subs a Shock Value of 4. Then decrease their surface attack value. Then consider having ALL units use their shock attack value as their attack value versus convoys. This would allow use of existing units and numbers while reducing the sight of having Uboats chasing DDs,
