GS v2.10 release candidate 8

I want to get included all open issues for release candidate 8. When that candidate is sent to you I want that Slitherine is contacted for a time we can make the installer. So please come forward with all the issues you have now.

These issues are fixed already:
1. Bug in hotplay where the Axis player could upgrade to SS if the Allied player clicked on a German unit before ending the turn

2. Bug regarding Syria where the Syrian flag was shown over Beirut before Syria was DoW'ed. Now it should show over Damascus

3. Rail cost in USA / Canada is now set to a fixed 1

Issues I will finish after voting:
4. Italian surrender conditions

5. Soviet start oil

Other issues:
6. ??? You need to inform us about them

Bug: Playing vs. computer, no arrows showing path of moving convoys.
