MV triggers in Norway map at round 20, not 25

PC is a really fun game. I'm having a great time learning the techniques.

I came across what seems like a bug: In Norway campaign map (standard game campaign), the game triggers a Marginal Victory for me after I complete round 20 out of the 25 rounds for the map. Shouldn't it let me go all 25 rounds? I can't get a DV anymore, of course, but the game can't know I won't fail. And I want to get all the extra prestige, experience, and possible heros I can with the remaining cities. I would paste a screen shot, but I don't see how to do that in this forum.
