Naval battles
As axis, I never seem to be engaged in naval battle with the AI, and I got the Kriegsmarine parked in the english channel. And yes, they are in engage mode. I get occasional reports of skirmishes, but there are never any real battles. Working as intended?
Yes, it is very hard to hit the enemy.
Have you ever been on a ship while it was moving 20 or more knots?
Very seldom will the seas be calm.
Your enemy is moving at 20 knots or more.
Both you and them are zig zagging.
Water is splashing and mist is in the air.
Commanders give the order, Send up the smoke!
There are no seat belts to hold you down and you keep moving while trying to peer through a two foot pair of binoculars.
Your crew is trying to turn the gears as the ship rocks to get the proper angle to fire the guns, then right before you yell fire!
The enemy changes course. When you do fire you miss most of the time.
So yes, it is very hard to hit the enemy.

There were very few fleet surface actions in the Atlantic and the ones that did happen are very hit and miss.
There was a kind of reaction phase in TOW that made any kind of invasions virtually impossible as the transports were the first to be attacked. Hoards of enemy ships would seem to appear from no where to sink every transport.
Hopefully this is not the case in TOF. It should work that you have to have air superiority before you can invade with any expectation of success. That would make the Battle of Britain relevant. Air power was usually the determining factor in naval battles of WWII. the big gun battleships were relegated to shore bombardment as I'm sure you are aware.
