Axis Allies

I'm playing the GC as the Germans and it is March 1941. With the exception of Italy...none of the other axis leaning countries have joined (Romania, Hungary, Bulgaria or Finland)...is that normal or do they all need to be coaxed?

Historically, Bulgaria joined the Axis in March, '41, I believe. Romania & Hungary formally in Nov 1940.

The minors don't always join by event. You may have to use your diplomatic points to push them to joining.

You should have had the Tri-party pact event, in 1940.

Check Reports, event and see what happened.
