What about a Spanish Civil War campaign?
It would be a nice Grand Campaign add on before the 39!

Unless they change their policy about not doing graphics for units that are of limited use overall I doubt you`ll get anything more substantial on this than a link to the modding sub-forum unfortunately. Though I would have liked to have such a campaign too. Panzer General 2 actually started with a mission in Spain.

You could already get far probably by re-skinning existing units (not that I have a clue how to do that).

And yeah I would like some Spanish scenario's/campaigns aswell.
Though I don't expect that armored warfare played a big role (and the game isn't called Panzer Corps for nothing ).
I have a book about the civil war (from Antony Beevor) but never got very far with that (damn how many factions were actually fighting each other...)

There are already units created for the Spanish Civil War and for a scenario, it is portrayed in the Italian Campaign.
