I was wondering what difficulty penalities are in the harder settings?

In the manual it states that different levels of difficulty affect the resources available and income collected as well as other factors". I was wondering if there are any direct effects on the combat capabilities of units which would directly affect combat results? :?

No effects on combat, only economic effects and also some extra units for AI at the harder levels.

At the hardest level with FOW & oil on, I am playing the 39 scenario as the allies I notice that the axis slices through my front a lot easier than when I played the 41 scenario on the hardest level. the extra time with the benefits make a big difference.. more units, higher tech
