I am trying to design a relatively competitive Later Carthaginian army to take on a friends MRR or LRR.
Advice on composition would be most welcome.

The problem I always had with the Carthaginians was that there was enough stuff to contest an area, but not enough to win... Ditto the Cavalry and Spearmen, you get just enough to look good, but when it comes to the cold hard fight, there isn't enough.
For practical advice - don't get drawn into taking a couple of BG's of all the good stuff - it will lose. Pick a theme and then build an army around that - ignoring some potentially very nice troops in the process.
Against Romans, Armoured Spearmen are the order of they day - max out on those and then pick troops to support and complement these - some nice cavalry, some lights, etc, etc.
I am sure there is a good army in their somewhere....

I don't have the list handy so forgive any mistakes.
Minimize the amount of Gaul infantry you take, maximize the Vet. spears and Elephants. My experience is Hannibal is worth the cost.
Don't underestimate the value of the Gaul and Numidian Cavalry. The Roman player won't have much to oppose them so they'll work for you.
Win with the Elephants, Vets and the flanking cavalry, hopefully all on one side while gracefully dancing on the other side of the battlefield.
