luftwaffe can attack only every second turn

hello, before patch 1.5 my luftwaffe was able to attack every turn. now since patch 1.5 i can attack and move in one turn and next turn i am able only to move. why?

Is it snowing or raining? Planes can't attack in those weather conditions. Otherwise, your plane might be out of ammo.

Clear weather:)no rain.only sun:)
Ammo is full. and it happens in every map:( any other idea?

Can you give a specific unit vs a specific target. A scerenshot would help.
