Can the Lucanian/Bruttian/Late Campanian Allies lists from Lost Scrolls be used for the Late Carthaginian Hannibal options rather than the Allies lists that appears with it in Rise of Rome ?

The notes in Lost Scrolls agree with the time frame and that the Lucanians/Bruttians/Late Campanians were allied with Hannibal and that the armies are fine to use in Rise of Rome themes.

The fact that they give considerably better options that improve the Hannibal in Italy army, which looks to be a touch under-powered (IMO) , is merely coincidental

IIRC there is nothing in Lost Scrolls that says they can be (unlike the Later Pre-Islamic Bedouin), however, it would be perfectly reasonable to do so - just get the OK from your opponent or, if it is a competition, get the organisers to OK it (publicly in advance, of course).
