In my opinion they need a major repaint. I would need a closer look to decide whether it is better to repaint some parts or put them in disolvent and start over. For example in some shields it seems that the painture has not been applied in the whole surface. In the other hand, the horses can be saved. Some magic wash and matt varnish could work too.

In the other hand, some good looking transfers and nice bases make up for many miniatures. I hope I was not too harsh.

Oh dear!

I see a clean and repaint coming. I agree with Strategos69 that the horses are probably rescueable. Not really worth the price of the unpainted figures considering the work needed.

Do the bases nice and put some shield transfers on. They'll look good enough from 3 feet away, which is where you will spend most time looking at them. Good Basing makes a huge difference to how good figures look. Even piss poor ones.

Agreed and I would add:
put a brown wash and a flatte finish to dull the varnish.

Flat brown wash, respear with wire, get some shield transfers and rebase and they would be ok.
