About 20 miles per hex.

I make it approx 32 miles according to encartas measuring tool. 27 or 28 hexes between Leningrad and Odessa. ????

The map is a projection of a sphere to a flat surface so scale varies from place to place. You might be right - I was using part of the UK when I measured and it was only roughly.

We use a Goode Homolosine projection as base, but with shortened Atlantic and North America abit shifted north.
