Surprisingly robust transports

Folks,

In a recent games I've been surprised at how tough troop transports can be. I'm wondering if this is something we should tweak.

Specifics: UK troop transports that show up as '8' when I click the upgrades button. I assume this is because of pretty good Brit naval tech. These units were attacked by Luftwaffe fighters (upgraded to '9' and '10') and strat bombers ('9').
Although the odds meter would always show 2:0 or 3:0, the actual combat results would be 1:1 maybe a third of the time.

This surprised me. I pretty much figured that troop transports unescorted by fighter cover would be sitting ducks. Does this reveal a weakness in the game, or does it only reveal my own ignorance about the powerful AA capabilities of Allied troop transports?

I think they are assumed to have light escorts and armaments

You can easily get 5:0 or 6:0 odds when attacking with upgraded german tactical bombers so you can almost sink an allied transport with 2 air attacks.

Shouldn't transports be affected by the same rule as convoys? Seems pretty much the same for me.
