Ok, following on from my 'One-Day Competition' Thread what is the minimum points value that would be reasonable working from the existing army list books ?
I'm ruling out the 'starter' armies because they vary too much, so would 650 points (maximum 3 generals) work ?

I have run a number of 650 point tournament, and find them to be an interesting variation on the usual 800 points. I usually have the rounds run 3 hours.
Changing the table size can be fun, too, also for the variety. A lot depends on what you are trying to encourage with the tournament. As an example, 650 points on a regular 6x4 table pretty much demands CV and LH armies, and it gives those armies all the room they need to zoom around.
I have never limited the number of generals, and don't think there is any need to do it. Someone who takes 4 generals at 650 points will either use them very well or, well, won't ever do that again.
