Why doesn't the Axis AI defend France.

I am playing a game as the Allies, and I noticed that after France surrenders, the cities of Brest, Bordeaux and Marseilles will be left empty. It's not that the Axis haven't had enough time to occupy them, since I waited until about a year later. This is especially strange given the fact that the Axis have a unit in every city they control, even the safe inland ones, except the three above. Why does the Axis AI specifically avoid defending the French coastal cities, when it should be one of it's highest priorities?

Thanks for the feedback. There is a procedure for the AI to fill empty Cities but apparently it does not do it in this case. We will try to find that out and fix in a patch.

Yes, while the axis are stomping through russia, One motorised corp took Brest, another landed and easily took cherburg, (with the help of RAF). And will take back Paris with 3 corp, All in October 1943. This without any help from the Yanks, by the time Germany responds, the U.S. will have bolstered any lack of defense. Meanwhile, in Northern Africa, while the Italians repulse anything towards Tobruk, they have yet to initiata a move on Egypt. Their navy is nowhere to be found. I get the sense that if I can repulse Germany in the east, the game is all but over. (this on even settings and fow).
