See but no attack..

Is this working as intended? I know if I move and uncover a previously unseen enemy, I cannot attack it. But near Leningrad, I "saw" the Italian garrison but when I moved the Russian unit to its south adj., and uncovered other enemy, I could no longer attack the Italians.

That is how it currently works. You have to move air assets first to spot or uncover hidden units first before moving to attack with ground units.
