Engaged units evading out of combat

Are troops supposed to be able to evade when they are pinned in melee? I just had this happen to me twice. A Persian cavalry unit was in combat with a foot unit. I charged a second foot in and the cavalry evaded. Then it happened again with a unit of light horse. Is this correct behavior? I don't recall ever seeing it before.

This can happen in circumstances where a BG pursued into contact with an enemy BG on the previous turn but no actual combat occurred. So while it looks like the BG should be engaged the combat actually hasn't started so a BG able to skirmish can still evade.
