Transfer will happen in the following priority sequence (each of these cities will get an increased production by 1)
1. Minsk
2. Odessa
3. Kiev
4. Smolensk
5. Dnepropetrovsk
6. Kirsk
7. Novgorod
8. Bryansk
9. Kharkov
10. Stalino
11. Kalinin
12. Rostov
Reserve transfers (only used if some of the above are captured before transfer):
13. Stalingrad
14. Leningrad
15. Moscow
16. Stalingrad
17. Leningrad
18. Moscow
Destination cities are (Omsk will get -5 PP, Gorki -2 PP and the others -1 PP at the start of the game or when I fix ongoing games):
1. Kuybychev
2. Chelyabinsk
3. Molotov
4. Kazan
5. Sverdlovsk
6. Gorki
7. Gorki
8. Omsk
9. Omsk
10. Omsk
11. Omsk
12. Omsk
So B hits harder on the railcap, but the transfer is done faster. Railcap cost per PP is 3.

I love the idea of d., and I think that it really fits in the 'strategic' category of activity that is being modeled in this game. At the moment, though, I'd lean against it, since the interface of the game doesn't really have a clean system to manage the economic aspects of the game directly -- and consequently, I think it would be better managed automatically.
