C with a 2 PPs/turn transfer sounds fine IMO. 3 PPs/turn could be too fast. However, the rail cap should be decreased right from turn 1 in order to represent chaos after the German DOW.

The point about having 3 PP's per turn is that then it will take 4 turns to transfer all PP's and that's the same number of turns the Russians are surprised. That means I can use the surprise remaining variable to determine which PP's to transfer.

If we want 6 turns I might have to store a new variable and that means invalidating save games.

I like option 'C' where the first turn is none, 2nd is 3, the next is 4 and the last is 5.

I guess a message could be displayed saying how many were transferred.

The rail cap reduction are the free points correct? So the Russians could still over spend if they wanted to.

I have a little wild idea :Is it possible to let USSR to start move the factory two turns before the May13th1941 turn .The USSR can cost pp to do the factory transport but can't move any unit as present until DOWed .

I don't know but the more we flesh this out the more I don't like it. What is it that we're trying to accomplish here and is there another way of doing that?

Yes , It looks better to put this change to 2.2 or 3.0 . If there is a dealine of issue , we have to quit it now ,since it really need a lot of test (in Russia 1941& 1942).

This would be quite a big change. It may be worth trying, but do we want to do it before the release of 2.1? Testing a change of this magnitude will further delay a public release. Why don't (as some have suggested) we put this off until we are trying out new ideas and play-testing for a future version of the game (whether it is to be called 2.2 or 3.0)?

This makes little sense. If the USSR gets "surprised", then the last thing they should be doing is transferring their factories.
