Weather question

When an aircraft is based in one weather zone but is attacking into a different zone, which weather conditions will apply to the attack: the weather where the aircraft is based, or the weather it's attacking into? (e.g. Tac in Med. zone with fair weather bombs a hex in the Central Europe zone that's got mud.)
