Prior to the fall of France the UK deployed garrison units into Cherbourg and Brest.
As German armor destroyed the unit in Cherbourg, they proceeded to hit the remaining unit.
The unit was loaded and shipped back to Liverpool, before it could be completely eliminated.

Here comes the odd bit.

After the fall of Paris and the surrender of France, Cherbourg is controlled by Germany, but the UK, still owns Brest, and is receiving 2 production points from it, and there are no German units taking control. Is this a scripting glitch?

It does sound a little odd but depends on the order things actually panned out. UK uits will not capture French territory, but if Paris surrendered before the UK unit boarded ship then this could happen. Alternatively, if the tile had been captured by a German unit before Paris surrendered, then the UK may have captured it from Germany. If neither of these occured then it could bea bug, so if you have a saved game from just before the time it happened it could be useful to help us investigate.

Forget it.
3 turns after posting this Germany takes Brest.
-although for a while they seemed very disinterested...until I parked a destroyer nearby.
