Max Overstrength issue/question

I thought the max overstrength was 15?

Check out the 16 strength conscripts at Klin. This is with Ver 1.02 - Moscow 41.

Isn't that because Conscripts have 15 strength per default? So theoretically 5 Star Conscripts could have up to 20 strength.

Base 15 strength units with experience can attain 16-20 strength status during the course of a scenario, with use of elite replacements.

So yes, theoretically conscripts can reach 20 strength, but 20 is the cap. A 20 strength unit in normal mode is still 20 strength in Manstein. ;)
