After the discussion with Allied tech exploitation I think doing is this worth trying.

USA:
Drop artillery from 1 to 0 (remain 1 for defense and antitank)
Drop blitzkrieg from 1 to 0 (only 1 in tank destroyer in armor)
Increase submarine from 1 to 2

USSR:
Drop blitzkrieg from 1 to 0 (remain 1 for armor and tank destroyer)
Drop antitank from 1 to 0 (remain 1 for defense and artillery)

Russia used a lot of artillery and built their army around having a lot of artillery so I think USSR should start with artillery tech 1 instead of 0. The most important factor to drop is the blitzkrieg because Russia wasn't very good at using their tanks early in the war. Their tanks had a lot of armor and were good tank destroyers, but they used the tanks in a bad way on the battlefield in 1941.

What do you think?

Sub is 15 Research points per level while artillery and blitzkrieg are 30 and 25 so the they don't cancel each out. Was that intentional?

Anyway, still Yes.

Yes. Sub research difficulty is increased to 20 as well.

With these changes we won't have US and USSR armor units with only blitzkrieg focus fighting against the German armor units to be the most advanced. Now both countries will need a healthy airforce to deplete the Germans tanks before attacking them. Both countries will need to invest in armor tech to get the tech up. US tanks have poor armor so they have to decide whether to put focus on blitzkrieg to do more damage or armor to receive less damage. They can't put focus in both.

I vote yes, but only if the US can
Have more focus points early in the war.
They only have 3 maybe 4 until 44
So if the player places them wrong they
Can not correct and will not progress
To have strong units.
In most games I place them in industry
Asw and usually strategic to increase
The distance.
If I place any in inf or armor I do not
Have enough.

Yes, but I agree with the comments above about focus points for USA.

I will change so USA and USSR will generate focus points each Summer (but not each Winter) while not at war. That should mean they will have 3 (USSR) and 4 (USA) when they join the war (if historical time). That should help them a bit since they can't put focus while not at war.
