I think I will go for Iraqi rebel units with a chance to spawn in each hex and change the owner of the Iraqi regular garrisons to British. Then these won't have to be changed. Those are intended to be UK units present in Iraq and you should use them to hold the 2 oilfields. These will be at 10 steps.

I will try with a 5% chance for rebel units spawning in each hex and a multiplier of 10 for having a partisan spawning in an empty resource hex (i. e. 50% chance for spawn in a city / resource).

The spawn turn will be at the end of the Axis April 3rd 1941 turn. That is when the coup etat took place. Britain started the invasion in the beginning of May 1941 because they needed some time to get corps units to Iraq.
