Both players get to pick terrain?

Im not sure I understand this: When I issue a challenge I pick the terrain but also when I accept a challenge I also get to pick the terrain... Does the AI make the entire board the average of the two settings selected? Or are there 2 maps of each terrain type (very open, open....etc) for the person winning the initiative picks from? Or is this the terrain on my side of the board?

The game uses a fairly involved formula for choosing a map. In this the winner's choice of terrain level carries twice the weight of the loser's choice as I recall. I posted the formula (from Keith) in the forum at some point so you could search for it.
