Question: Barbarossa Effectiveness penalty

Guys, I need a rules clarification, please:

The DoW vs. Russia when Barbarossa begins results in a -30 Effectiveness loss effect for all Red Army units in play.

But how about units that are placed from the Force Pool/newly purchased on the first Soviet turn after the DoW. Do these units also experience the DoW penalties?
