Tooltip for Para and Elite Buttons

It would be nice if there were a tooltip for the para and elite buttons that showed how many paras/elites were deployed, current capacity, etc. Otherwise, this can be a little hard to deduce, and the dialog message only appears once a year.

Implemented in another way in GS v2.01.29. If you press the key e or p you will trigger the dialog box you see at the beginning of each year. Then you can verify the data you want.
