Question – were the scenarios created by running a game from the beginning setup? Or were the units simply 'placed' on the map?

In other words, is it reasonable to assume that the scenarios are 'possible' assuming the standard starting position for 1939 and the regular rules?

The number of units and tech levels in each scenario was done by taking a "snapshot" of sample games started in 1939 and played till the end. The actual placement of the units were done by looking at maps with the historical setup.
