I became tired of having strong partisan units popping up all over my rear areas (as the Germans). I know that partisans were a pain and the Germans needed to garrison their rear areas. But even my garrison units had trouble taking on some of these 10-strength partisan units in bad weather and rough terrain.
I edited the general.txt file to limit the size of partisans to 5. From my point of view, this works better. I didn't change the % chance of partisan spawning, so they still keep popping up faster than I can kill them, especially in Russia. I still need to garrison cities and resource hexes. But now my garrison units can handle the partisans, and as the garrisons lose strength, I don't add replacements unless they fall below 5, so I can save some manpower.
Easily done.

The real Germans also used Corps units to deal with partisans. Axis minor and Italian units work well to quickly finish off partisans. Germany even had several SS corps in Yugoslavia to fight the tough partisans there.
If want to deal with partisans it pays off to bombard them with a bomber. Use the Italian and Romanian bombers to get the partisans down to orange efficiency.
The alternative is to wait a few turns for the partisans to drop to orange efficiency. Then even garrisons can destroy them.

You mean on GS? I know its really annoying :/ Even if you destroy the unit , your map looks all patchy because of where the partisans have been. What they really should of done is script it that every 6 ingame months or so (perhaps more) to have several paritsan garrisons , and having more and more at the end of the war , as seen in the Warsaw uprising and French partisans both in 1944.

The best way to deal with the partisans is to have some units in the rear to quickly finish off spawning partisans. Wait a turn or two for the partisan effiency to drop or use air units to weaken them first. You just need to move a unit adjacent to the partisan to pin it.
If you only use garrisons to deal with partisans they can become a nuisance. Corps units are much more effective, though. From 1942 you need some reserves in central Europe or France and they can hunt partisans instead building up XP.
The real Germans suffered quite a bit because they had to designate so many troops for garrison duty in occupied countries. I think GS simulates that quite well.

I agree that Partisans should be reduced in strength, I think that historically it is enough that they exist and have to be dealt with. I have set major country units at 6, standard at 5 and minor country units at 4, the variance figures (not sure what that does) re-set to 1 below, which I think means that units should spawn with a strength never lower than 1.
