Here is my personal mod, it´s still in beta and needs some rebalancing, but in the current state it´s playable.
The mod should reflect the importance of ressources. Ressources are the sinews of war...
The Axis starts with one of the best armys around, the Wehrmacht. Well trained officers and soldiers, good equipment and a lot of imagination, with results in combined arms warfare. But the Axis, Germany, Italy and Japan as well lack a lot of ressources, especially Oil
In the long run, the ultimate goal was to capture the Middle East Oilfields and tthose in South East Russia.
If you play the Axis in this mod, you can´t waste time. If you can´t reach the Oilfields the war in Russia is lost! with Empty tanks you can´t advance and every turn you are forced to hold is a turn that strengthens your Enemies.
Time is your greatest enemy!!!
The most fun is to play this mod in multiplayer / hotseat, cause the AI is a bit weak to handle this scenario.

- Convoys are now more Important (every second turn a new convoy starts) ==> SUBS
- units without supply, low quality and so on... are now less effective, and I mean it!
-Partisans are no more bugging ==> low Attack, but good sight and movement

- Tanks spotting range decreased
- Mobile Infantry spotting range increased, movement too but ground defence decreased
- Tactical Bombers are now more effective against Tanks (TANK BUSTERS ==> ie. KURSK)
- rivers and fortress movement costs changed (increased)
- Minor Factions are more IMPORTANT (ressources)
- NORTH AFRICA and Middle East are MORE Important (ONE WAY TO GET OIL... PERHAPS)
- All naval units land spotting range decreased
- carrier attack range increased
and more.
How to play:

Settings: Fog of War = On !!!!
War ends in 1945 = Off
Oil consumption = On !!!!!!
1. AXIS: If you play the Axis, you will start with a lot of ressources, but be aware, TIME is your enemy!!! (OIL! WE NEED OIL)
- Conquer Norway as soon as possible ==> lot of production points and increases the chace that Sweden joins the war earlier.
- Use your subs carfull. It not the best option to attack every convoy in sight...
- Remeber to conquer a country, it´s not necessary to destroy all enemy units ==> Concentrat your fire to break through frontlines and head for the enemy capital. You can conquer France if you destroy only 5-8 units. Try it, this is was Blitzkrieg means.
- If you conquered France, try to reach the Middle east, but be aware, to do this succesfully, you need to Conquer Greece and Creta. Otherwise it´will take too much time. and El Alamein is very good defended.
- Try to weaken the UK Homefleet with your Luftflotte and use your subs to eleminate the Convoys first, till the have full EXP.
2. ALLIES: Till April 1940, you will have a hard time, but in the long run...
1. PROTECT NORWAY or CONQUER it!
2. HOLD France as long as possible. If you are playing against the AI, you could win till end of 1940... (CHANGE the difficult level)
against a human, France is lost for sure.
3. Protect the Middle East and the Oilfields ==> ECONOMIC VICTORY
General Gamplay:
- Unit upgrading is very expensive!
