"British Home Guard" message when England is occup

In a recent game (v.26), I'm getting regular messages that the "Too few British Home Guard land units causes fear in Britain... max morale loss of 10." At the moment, England is occupied. A couple of British partisans are causing trouble there, but this message doesn't seem appropriate.
