Light Foot +1 POA vs Lance Protected Cavalry

Hi, just wandering why the Light foots with javelins, slings or bows have +1POA vs Lance Protected Cavalry when shooting missiles and not for example when shooting Light Spears or Bows Protected Cavalry.

Thanks for any thought.

I believe the concept is that Lancers are shock troops and are in a very dense formation, and thus a better target.
