I've lost track of the escort rules for convoys, but aren't they supposed to be reduced if the Allies don't have fleets in the Atlantic?

This should be a major consequence if the RN is thrown away in suicide attacks, and yet in my game the Allied player has done just that and yet huge convoys continue to roll in.

The current rules will only check for the Allied naval escorts if London is Allied controlled. I suggest we change it so it's active regardless of the status of London.

ah ha! That would have huge implications for a Morris-type strategy. Deprived of Halifax convoys, the UK will be hard pressed to stop a quick and cheap sweep of NA and Iraq. Over the long term the US and Soviets will also suffer.
