Poor Shock Troops and Charging Without Orders

I understand the RAW state that a Poor BG of Offensive Spear that roll a 6 and a 1 for a CMT not to charge DO NOT have to re-roll the 6 as "Quality Re-Rolls Do Not Apply."

I am curious as to the logic behind this design point.

Actually not sure why the Quality Re-roll is not allowed for the Superior guys as well now that I think about it.

Works better. With rerolls Poor troops charged too often and Superior ones not enough.

Presumably because they are superior (and know it) they want to get stuck in, so their chances of charging without orders should not be reduced.
