Regiment or Brigade
I read somewhere that the new rules would be based on the regiment as the unit of maneuver . But I would have thought they meant a brigade ?

So, "on average" each infantry unit represents 1800-2700 troops, each cavalry unit represents 700-1050 troops and each artillery unit 12-24 guns.Troops scales are as follows:
Infantry base (8 figures) = 450 men approx. (4 or 6 bases per unit)
Cavalry base (3 figures = 175 men approx. (4 or 6 bases per unit)
Artillery base = 6-8 guns approx. (2 or 3 bases per unit)
There's a range associated with each base, but the above is about average.
More typically these will represent infantry and cavalry brigades but could represent very large regiments, such as in the Austrian army. I don't think the concern is really about the specific organization represented. Actually, when all is said and done about other rules which might be based on a "brigade" unit of manoeuvre, that is still only true "on average". I can easily find examples in Napoleon's Battles where a unit represents a very small division or a large regiment.
