How to make paratrooper corps?

How to make paratrooper corps?

I hope this is not a stupid question but I see one of the options when making a game is to allow creation of para corps. I checkmark it and I have no clue how to make one!

I move a existing corp to a home territory and I click it and there is no option. But I can take any garrison and upgrade that to a para battalion.

What am I missing?

Para CORP's is a game option, you don't have it turned on

If you've enable that option then you can only build a corps when you have the capacity to build two divisions or more. In 1939 & 1940, Germany only has the capacity to build one division, which isn't big enough to build a corps.
