Still i have the fortreses in 1939 scenario

I removed in v2.01.19 the code to remove the Gustav line fortresses if the reason for having them is no longer there. I added it to remove it for on-going games that haven't got to 1942 yet.
I also changed the scenarios so the Gustav line fortresses were initially removed for new games that start. Actually no scenarios fulfill the conditions to have the fortresses.
1939-1943 scenarios then no Allied units are on Italian territory. 1944 scenario and the Allies have already captured the fortresses and destroyed them.
It's correct that a partisan would spawn the fortresses if it moves into Albania or Italy. So the Allied player should be aware of that. They should not disappear if the partisan is destroyed.
