I agree that LF should lose dice in the open against LH but this seems harsh when they are in terrain? Arguably in many terrain types they should be at an advantage?

I think the idea is that LF are not very enthusiastic about getting into close combat in any terrain. If they are not in the open then their opponents wil be disadvantaged by disorder, which will even things up a bit, especially against mounted opponents.

Indeed, the idea that LF should be able to hold their own in close combat with anyone at all is a hang over from DBM when base contact did not mean close combat.

Why would light archers or slingers fight light horse with their trusty fruit-knives, when they could just as easily shoot them and evade if charged - especially in terrain where they can more easily evade them?

Remember that we have introduced uneven terrain as terrain that affects close order troops. So if LF are in Rough or Difficult they are fine vs light horse. Sheer numbers will then take over. But in uneven threy remain vulnerable to LH
