Medieval German City Leagues List Clarification

The last version of the errata fixed the mounted handgunners issue from the Medieval German City Leagues list in Lost Scrolls but on the 2nd page of the list it shows

Free Canton Javelinmen as light foot, unprotected/protected, average, javelins, light spear with points listed at 4 points for the unprotected and 2 points for the protected.

Obviously, the list is in error but in which direction. Should they have the unprotected/protected option with points at 4 and 5? Or, should they have unprotected - average/poor option with points at 4 and 2?
