Handicap question ?

I started some MP games tonight and noticed the handicap slider. I guess it could be useful for balancing scenarios which are one sided (d day etc) but don't see it being used much and can't see anything in the manual. How does it work ?

Handicap gives prestige bonus to one of the sides. There are 3 positions on each side of the middle (even) position.
Position 1: +25% prestige
Position 2: +50% prestige
Position 3: +100% prestige

Prestige bonus applies to everything - starting prestige, per-turn prestige, prestige for capturing flags.

so if I want to give the axis a +1 handicap which way do I move the slider to the right to cut into the soviets or to the left on axis side..
