Ok so I got to Moscow 43 (via Stalin-Kursk) and got a DECISIVE victory but yet I go to Overlord. I thought I was suppose to got US East coast. What do the green and red highlights mean in the library?

You may have won the East but you haven't taken out the West yet? It appears that you missed your chance to invaded England.

In the library green means "GB defeated" and red means "USSR defeated".

I agree with it. After you defeated the Russians, you should be able to attack England again.
