If I win a scenario decisively, must have have a slot or two open in my Core Units in order to have a chance at being awarded an SE unit?
Reason I ask, is I went about 4 decisive wins in a row and was not awarded any special units, maybe it was maxing out the core pool or just bad luck, not sure.

@texican, it sounds like bad luck. I thought it was something like a 30% chance of getting awarded a SE unit. To go four rounds or more without getting one means some really bad luck. If you want a "cheat", just save the game before your last move (usually taking the last Victory Hex). Then, advance to the next map. If you didn't get a SE unit, then load your save and try again. After a couple of tries, you'll have your SE unit.
Oh, a couple of rules that should be noted about SE units: they don't take up a Core slot, so, for example, if the deployment allowed is 22 slots and you have 2 SE units, then you can actually deploy 24 total units (they are truly bonus units). However, as Razz1 noted above, you also need to place the SE units before using up your last deployment slot. This quirk is known and will hopefully be addressed in a patch. Till then, just make sure to not deploy them last. Also, you can only get a maximum of three SE units and they are restricted to infantry (Wehrmacht, Grenadier or Gebirgsjager) and tanks (PzIII or PzIV). They can be upgraded later when better units are available, just like normal ones.

Is it better to have SE infantry or SE tank units..
I've seen SE infantry, grenediers and Pz III's awarded as SE units.
I think I remember seeing a thread that said SE units have a special upgrade paths.
If true, I'd guess SE tanks have better upgrade paths than SE infantry or Se grenediers.

SE infantry are kind of limited, upgrade wise, just as the normal infantry are. Eventually, you can replace them with the '43 versions, but not much till then. The SE tanks, though, have more upgrade paths and can be upgraded as soon as the new technology is available. Once you reach the '43 era, like the US East Coast, then you can eventually upgrade them to SE Tigers or Panthers.
Oh, you can get awarded the PzIV once they become normally available and you haven't reached your 3 SE unit max. I have also been awarded the Gerbigsjager before. If you look at the upgrades available for a SE infantry or SE PzIII, you can see that they are there, so they can be awarded. If you play it enough, or use my "cheat" listed above, then you'll eventually see them all.
