What eaxtly is the effect of rain, snow, mud, etc on combat?

When you encounter a certain weather or ground state, just click weather icon (the one next to End Turn button), and you will get all info on them. Same works with forecast icon.

The info I get clicking the weather isn't all that precise. It talks about a cap on initiative, but how high is that exactly? It would be nice to have the exact details for each type of weather.

I believ one of the dat files shows all the caps for weather and hex types, and are editable;)

That file does not include weather caps. :)

However, you see all caps and all modifiers in combat details (L after combat, ctrl+click on target before combat).

Not all people like to see a bunch of numbers in the texts, they need to understand the general idea. Numbers are good if you want to calculate something precisely, but most players will never do that and rely on the game calculating things for them. ;)
