Can Dragoons intercept charge?

Had a series of rules in recent game, where opponent asked me to confirm what I claimed the rules said. (Can you believe it? )

p 82 last bullet in left column. When it says "cannot intercept charge" it means all circumstances correct?

Well it says "They cannot intercept in any circumstances." so I'm having trouble thinking of any circumstances when they can intercept

In Walt's defense he twinges when rule look ups are required because he used to play Dave Clarke in DBR.
