Why can't towns and villages grow?

Why can't towns and villages grow?

I am curious as to why towns and villages other than the capital - only grow to lower levels of development?
That is, you conquer a village, and fill out it's growth spaces...but it never allows you to expand it to a small city...etc?

Max city size is based on the agricultural potential of the region. Fertile areas can have much larger cities than mountainous ones.
